Why this design

the coordination problem
One clock. Agencies work to different shifts and different reporting lines. A shared clock and an explicit phase remove the ambiguity that turns a coordinated action into three uncoordinated ones.
Capsules, not tickets. A capsule is a time-boxed action inside a named agency's window. If it has not moved when its window opens, the matrix shows it — before the deadline, not after.
SITREP from state. The situation report is composed from live task and decision state, so it cannot drift from what the platform actually knows. What it does not know, it says it does not know.
